Utilities - Key Staff
The following are short biographies for our firm’s professional consulting planning and engineering consultants who, through our sibling firm KEMA Consulting, have recently served the utilities and energy sectors. Our other professionals at our firm, moreover, are equally capable to successfully serving this sector. Messrs. Fred Martino and Al Beatty from our management team currently oversee work concerning our work on KEMA's projects for control centers and telecommunications:
Fred Martino is Macro Corporation’s Vice President of Engineering. In this capacity, he is responsible for all project work involving control center and infrastructure projects. In addition, Fred is responsible for reviewing the deliverables produced for all of Macro’s rail transportation and infrastructure projects to ensure that the technical aspects are accurate and the quality of the deliverables are acceptable to the client and to Macro. Fred’s projects have included all aspects of computer automation for utility and transportation control center operations, including EMS and Power SCADA, communication systems, ergonomic design of operations control centers, projection display systems, site selection, and related operational issues. Fred has been principal consultant of several large KEMA utility projects, overseeing and participating in the technical direction of these multi-million dollar system and facility procurements. Recent projects include Brookfield Power, Chelan County, and Imperial Irrigation District.
Allen Beatty spent 12 years prior to joining Macro at Equitable Resources, Inc., a fully integrated energy company focusing on Appalachian natural gas operations, where he managed all telecommunications engineering and operations of Trunked 800 MHz, UHF and VHF Radio, Digital Microwave, Paging, SCADA, Telephony, and the Wide Area Data Network that connected natural gas and oil pipeline operations in twenty-two states. Consequently, Al is acutely sensitive to the unique business and operations needs of telecommunication by today’s large, regional independent system operators (ISOs) and public utility companies.
Jorge Kaufmann – Jorge led our work to plan for, design, and help procure, a new regional voice/data mobile radio system for Louisville (KY) Gas and Electric (LG&E). This assignment included the design of a unified (common technology & frequency band) conventional radio system across LG&E’s service territory throughout Kentucky and portions of western Virginia. The resulting design and system integrator RFP he produced was based on a digital, APCO Project 25-compliant, platform that offered improvements in coverage in the Louisville metropolitan area, enhanced dispatch center redundancy, and additional spectrum acquisition within the UHF band.
Tom Rhodes has leveraged his industry recognized transportation-related control center design expertise into several similar assignments for utilities and energy concerns such as the Imperial (CA) Irrigation District, Powerlink of Queensland, Australia, the Knoxville (TN) Utilities Board, Chelan (WA) Power, Tenaga Nasional Berhad in Kuala Lumpur, Midwest Independent Transmission System Operator (MISO) serving the Midwestern USA.
Frank Smith - With over 30 years’ experience in engineering and managing projects involving the design, construction and renovation of infrastructure systems for utilities, control facilities, laboratories and telecom systems, Frank provides high-level design and management skills to complement Macro’s impressive team of utility, transit, control center, public safety, and infrastructure engineers. During his career Frank has consulted for utilities, airports and federal, state and local governments and has provided project management and electrical engineering services to many clients. Past projects also include consulting assignments with Motorola for the electrical power design, microwave hop design, cell site auditing, PCS site development, professional testimony. Frank has managed several large projects as well as diverse teams of engineers, overseeing and participating in the many technical details of multi-million dollar facility construction and renovation projects. His technical strengths in in-building, land-based, and wireless communications systems, design and engineering of security systems, and supervision of structural/mechanical/electrical/HVAC facility design, have been delivered to such utilities as PECO, PPL, Florida Power & Light, Louisiana Power & Light, and dozens of others around the USA, Mexico, Taiwan, and The Philippines.
